Perversity is the quality — the streak in a person, or the awkward turn in a situation — of being perverse. If someone has a streak of perversity, they keep choosing the contrary, unreasonable thing, even when it costs them. Writers also pin it on things, not only people: “the perversity of the weather,” “the perversity of the machine,” meaning it goes wrong in the most way, as if on purpose. It names the trait or the twist, not a person. You would not call someone “a perversity.” It is a slightly noun; in speech people more often say stubborn, awkward, or “they just have to do the opposite.”
