A perpetrator is the person who carries out something morally wrong or illegal — the one who did the deed, not the one who suffered it. In talking about crime or harm, perpetrator sits opposite victim. It is a formal word: news, police, and school essays use it; friends at lunch usually say the person who did it. Careful English often says alleged perpetrator until a court decides, because the word already sounds sure of guilt. Police slang it to , mostly in American shows. It is stronger than suspect (someone police are looking at) and more exact than criminal (which can mean a life of crime, not this one act).
