Pebbly means covered with , or full of them. A pebbly beach is one where you walk on small smooth stones instead of sand — it can hurt a little if you are barefoot. A pebbly river bed is the same idea under the water: you look down and see a scatter of little round stones. It describes a place or a surface, not one stone on its own.
