Paramountcy is the noun for being more important than anything else — the top place, the fact of coming first. If safety has paramountcy, it outranks comfort, speed, and cost. The word is rare and very formal. You are much more likely to meet paramount (the adjective) than this. When paramountcy does appear, it is often in history, law, or : writers talk about the paramountcy of one power over others, or of one duty over the rest. It is not a classroom word and not a spoken word; using it in chat would sound stiff, as if you had swallowed a legal paper. Built simply: take paramount and add -cy, the same kind of ending you hear in accuracy or presidency, to name the state rather than the quality in front of a noun. For almost every student sentence, “is paramount” or “of paramount importance” is the natural choice; reach for paramountcy only when you truly need a noun.
