    If skin, a leaf, or something like that is papery, it is very dry and thin and a little stiff, the way a sheet of paper feels — not soft and wet, not thick. Old leaves in autumn can turn papery; very dry skin, onion skin, or the wings of some insects can feel papery. It is an adjective from paper plus the ending -y, the same kind of ending as in watery. Though actually it does not mean made of paper. A papery leaf is still a leaf. You would not usually call a cardboard box papery; you save the word for things that have gone thin, dry, and a little stiff.
