A pager is a small machine you carry in a pocket or on a belt. It cannot make a normal phone call. It only receives a signal, then beeps or shakes to say someone has sent you a short message, or wants you to telephone them. Before almost everyone had a mobile phone, doctors, office workers, and teenagers carried them; some hospitals still like that simple beep. In the 1990s in Taiwan many people called the thing BB Call. You almost never buy a new one now, so the word can sound a little old. To page someone is to send that signal. Though actually, the first part is not a page in a book: it comes from the verb page, “go and call that person,” like a young worker sent to fetch someone.
組成From page + -er (agent noun suffix). Here page is the verb “to call someone / to send them a short signal,” not the page of a book; -er is the someone/something that does it ending. So a pager is a thing that pages you. Wiktionary also notes a measuring -er for another sense of the spelling; that is not this machine.
