If someone looks owlish, they remind you of an owl: round eyes, often behind glasses, a still round face, and a serious, air — as if they are wise, or trying to look wise. It is usually about appearance and manner together, not about being an expert. It can be fond (a kind, slightly funny compliment) or a little teasing (you look like a librarian). It is not a scientific bird word; you would not call a real owl owlish. People use it in stories and gentle description. Though actually, it does not have to mean truly clever — only that the person seems that way, the way an owl seems to stare and know.
