Outlay is the money you have to spend to get something started — a shop, a class, a trip, a piece of equipment — before you have earned anything back. People talk about the initial outlay, a small outlay, or a huge outlay. It belongs to the language of business and careful planning more than to everyday chat; in a café you might just say cost or what we had to spend, but in a report or a serious conversation about starting something, outlay is the tidy noun. It is often treated as a lump: an outlay of NT$200,000. Though actually, the word can also be a verb ('to outlay money'), but almost only meet the noun, and that is the useful one. The picture behind it is laying money out on the table — putting it down so the work can begin. It is not the same as all the money a business will ever spend; it is especially the sum you must put in at the start.
組成out- + lay. Lay here is 'to put down'; out- is the money going out. From out- + lay, the same idea as laying money out. The out- is the old English out- prefix, from Old English ūt-.
