An outfall is the place where water comes out — especially from a drain, a pipe, or a river — into the sea, a lake, or another river. Engineers, maps, and news about water use this word. Ordinary people more often say “where the drain comes out” or “the river mouth.” It names a spot, not a feeling. Though actually, the pieces are simple: water falls, or flows, out. Do not picture a pretty waterfall; an outfall can be a concrete pipe at the beach, and it is sometimes where dirty water leaves a city.
