Outdated means old-fashioned or no longer useful because something newer and better has replaced it. It's used for ideas, technology, information, rules, and equipment — "outdated software" needs an update, "outdated advice" no longer fits how things work now. It's a fairly neutral, common word — less harsh than saying something is "useless" or "stupid," it just means the world moved on and this thing didn't.
