"Oughta" is not a separate word with its own meaning. It is how some people say "ought to" when they talk fast, and writers spell it that way on the page so you can hear the sound. "You oughta see this" means "You ought to see this": you should; it would be a good idea, or it is the right thing to do. It is very informal. You will hear it in American speech, in songs, and in dialogue in stories. You should not use it in school essays or in a message to a teacher. The tidy written form is always "ought to."
