If someone is obsequious, they try much too hard to please people who have power — smiling too much, agreeing too fast, laughing at jokes that are not funny. Polite is fine; obsequious is a criticism. It says the person has given up their own dignity to follow someone stronger. You hear it about staff around a boss, people around a king, or a shop that fawns on rich customers. It is fairly formal. In casual talk you would more often say someone is sucking up. The Latin pieces are ob (“towards”) + sequor (“follow”): you are following so closely you almost walk in the person’s steps. It is not the same word as (a funeral), even though the spellings sit next to each other.
