The failure to pay money you are supposed to pay — rent, tax, a bill, a fine, a loan instalment. It names the situation, not the act of refusing: whether you would not pay or simply could not pay, the word is the same.
This is legal and official English. Its home is in the phrase "for non-payment of", which is how consequences get announced: for non-payment of rent, cut off for non-payment of the electricity bill, taken to court for non-payment of tax. If a letter arrives using this word, something unpleasant is being set in motion, and the word is doing the job of stating a reason and without argument.
Because it is formal, it sounds odd in casual speech. You would not tell a friend "there was non-payment on my part last month" — you would say "I didn't pay". Save the noun for documents, notices, and reports.
It is uncountable and takes no article in the usual phrase: "for non-payment", not "for a non-payment". You will meet its cousins in the same letters — "late payment", "default", "arrears" — where arrears means the unpaid money itself, and non-payment means the fact of it not arriving.
