A netizen is someone who uses the internet, especially someone who spends a lot of time there and treats it like a place they belong to — a “citizen of the net.” It can sound warm (a responsible member of an online community) or just factual (people online). The word was common in the 1990s and 2000s; many people now just say user or people online. In news writing it still appears, often for people who comment, organise, or argue on the web. It does not, by itself, mean the person is kind — only that the net is where they live.
