A neoconservative is someone in a particular right-wing movement that grew in the United States from the 1960s. These people believe the US should protect its own interests by using its power — including military power — to shape what happens in other countries. Many early neoconservatives had been on the left and later moved right; the neo- here means a new kind of conservative, not just a conservative who is young. The word is a noun (a neoconservative) and an adjective (neoconservative foreign policy). In news English it is often to neocon, which sounds sharper and sometimes ruder. It is a US word; British and papers use it when they talk about Washington, not about local parties. It does not mean every conservative, and it does not mean Neo-Nazi — those are completely different ideas.
