Needy has two quite different feelings depending on context. Used about a group of people, it means lacking basic things like money, food, or shelter — 'donations for needy families' — and it's a respectful, practical word there. Used about a person's emotional behavior, it means someone who constantly wants attention, reassurance, or affection from others, more than feels comfortable — and that use is usually a mild criticism, like calling someone clingy.
