Lovey is a British way of speaking to a woman or a child, like “Come on, lovey.” Shop workers, bus drivers, and some older speakers use it. Many women do not like it. It can feel as if the speaker is talking down to you, as if you were small. Some people who say it mean no harm; it is just how they talk in their town. That still does not make it safe to copy. In some parts of Britain, love (without the -y) is a very common, warmer way to address people; lovey is cutesier, and that extra sweetness is why it can sting. In Taiwan you will almost never need to say this, except to understand a British show. It is informal, and it is not a word for your teacher, your boss, or a stranger you want to respect.
