Loquacity is also the noun: the habit or quality of talking a great deal. It came through French from Latin, so it feels more Latin and more formal than — essays, criticism, and older books like it. Same meaning, higher collar. You can praise it (a gift for talk) or sigh at it (many words, little news); the sentence around it does that work. Everyday English still prefers "he talks too much" or "she's very talkative." If you meet loquacity, you are probably in written English.
