If people or things move in lockstep, they move in exactly the same way, or at exactly the same speed, as if their steps were locked together. The picture comes from a tight way of marching, each person almost on the heels of the one in front. In ordinary English you mostly meet it in the phrase in lockstep with: prices in lockstep with , a party in lockstep with its leader. It can sound neutral — simply together — or a little critical, as if nobody is thinking for themselves. It is not a dance step, and it is not the same as lock (on a door).
