Lieu means “place,” but English almost never uses it by itself. You will meet it in the phrase in lieu of, which means “instead of.” A shop might give you a voucher in lieu of cash; a school might give extra time in lieu of a missed class; a British office might give you a day off in lieu of extra pay (time off in lieu). It is rather formal, a little old-fashioned — the English of notices and contracts. Though actually the tidy gloss “instead of” is right, people do not say “I chose tea lieu coffee.” They say in lieu of, or, in ordinary talk, they just say instead of. The word came into English already sitting inside that phrase.
