It is business and advertising English, a little proud of itself; though actually cutting-edge is the twin you hear even more, and both can promise more than they deliver. The picture probably comes from the front edge of a wing, the part that meets the air first; people borrowed “the front” to mean “ ahead in technology.” Use the little line when it sits before a noun: leading-edge technology.
