Someone who does something illegal; a person who breaks the law. The word itself does not tell you how bad the act was — it can cover a serious criminal or someone who has only committed a smaller offence. It is a little more formal, and a little softer-sounding, than criminal, and news writing uses it a lot. You can also see it written as one word, lawbreaker; that is the same word, not a different one.
