Laggardly is the slow, late, dragging way of doing something — or that same slow, behind quality. If someone moves laggardly, they do not hurry; they lag behind. If progress is laggardly, it is slow. The idea is the same as laggard (someone or something very slow or late), but this form is the “how”, and sometimes the “what kind”. It is not a common everyday word; you are more likely to meet it in writing. Though actually, most speakers would just say slowly, late, or sluggishly. It can sound a little old or stiff, which fits the slightly feel of laggard.
