A laggard is someone or something that is very slow, or late, or falling behind the others. It can be a person who never keeps up, and also a company, a country, or a product that is behind the rest. It is not a kind word: it has a slightly , old-fashioned feel, more at home in writing, news, and business English than in friendly chat (“laggards in the race to…”). As an adjective it carries the same idea: a laggard pupil, laggard sales. Though actually, in everyday speech many people would just say slow, late, or behind instead. The ending is a bit like other not-very-kind person words: a person who lags.
