When something has a knock-on effect, it starts a chain: one thing happens, that makes the next thing happen, and that makes the next thing happen, and so on. You hear this a lot in British English, especially in the news, in sport reports, and at work. A late train can have a knock-on effect on every train behind it. A pay cut in one shop can have a knock-on effect on other shops nearby. People almost always put knock-on in front of effect or consequence; you do not often hear the word standing alone. It is not a hard hit with the hand. The picture is one knock passing on to the next thing. It feels like grown-up talk, but it is not fancy.
