Irresponsibility is the noun: the habit or the act of doing careless things without thinking about the possible bad results, and without treating those results as your problem. A driver who texts at the wheel, a leader who spends other people's money for fun — that is irresponsibility. It is a blaming word. English speakers use it for people who had a duty to be careful and were not. Though actually, a small accident is not automatically irresponsibility; the word points to not caring, not just to a mistake.
