This is the adverb of intermittent. If something happens intermittently, it happens, pauses, happens again — not the whole time, and not on a perfectly even schedule. Light rain, a weak radio, a flashing light: they can all work intermittently. Same idea as the adjective; you are just hanging it on a verb to say how something happens.
