Intergovernmental means between governments — usually the governments of different countries talking to each other as governments, not as companies and not as ordinary people. An intergovernmental meeting is ministers and officials in a room. You will see it in news about the UN, climate talks, or trade. It is a stiff, official word. Though actually, people sometimes say international when they mean this; international is wider, and can be sport, music, or friendship that crosses a border. Intergovernmental keeps the “government to government” picture. It also does not mean inside one government (the health office talking to the education office in the same country). That is closer to between departments, or internal.
