If a person is ineffectual, they do not have the ability, the confidence, or the quiet authority to get things done. Things slip, people do not listen, and nothing really moves. The word often paints character, not just a single failed method: an ineffectual leader, an ineffectual protest, an ineffectual little wave of the hand. It is a slightly literary, judging adjective, a bit old-fashioned next to ineffective. Though actually, people do use it of actions and attempts too, not only of people — an ineffectual attempt is one that has no force and goes nowhere. Compared with ineffective, ineffectual more often suggests weakness, fuss, or a lack of presence, not only 'this tool did not work'.
