It is not the worker on the line; it is the person with the company. The word turns up in news and history, and it feels a little formal but not fancy. Though actually, people sometimes stretch it to any big business owner, but the picture in the word is still industry: making and extracting, not a restaurant or a small shop, unless the speaker is being loose.
