An indictment is an official legal document that formally accuses someone of a serious crime, saying there is enough evidence for a trial to happen. It's a step in the legal process, used mainly in the news about court cases — 'he received an indictment for fraud' means he was officially charged. More generally, in writing, 'an indictment of something' means a strong sign that something is very wrong or has failed — 'the empty shelves were an indictment of the company's planning' means they clearly showed how badly the planning had failed.
