Indianapolis is the capital and largest city of the US state of Indiana, near the middle of the state. People often it to Indy. It is famous for cars: every year the Indianapolis 500 — a very long, very fast race — is run there, one of the best-known sporting days in the United States. The city is also a hub for roads, meetings, sport, and state government, not only racing. The name was coined by the Indiana Sullivan from Indiana + -polis, a Greek piece meaning “city.” So the name is, in pieces, “the city of Indiana.”

Established by legislative action in 1970, this city/county consolidation stands out as the only major post-war consolidation to be accomplished without a voter referendum. This report considers Indianapolis’ experience under 40 years of consolidated government to better understand both the benefits and potential drawbacks of unified government in general and the Unigov model in particular.
