If someone does a job incompetently, they do it without the skill it needs — badly, because they cannot do it properly, not just because they were unlucky once. It is the adverb: they ran the meeting incompetently; the letter was incompetently written. It is formal. You will see it in complaints, reviews, and serious writing, not as a word for a small mistake. It tells you how the action was done, and the how is “without the needed skill.”
