To immigrate is to come into a country in order to live there as your home, not just to visit or study for a while. The speaker is standing in the new country, looking at people arriving. The pair word is : that is leaving the old country. Same person, same move — two directions. 'She immigrated to Canada' and 'She from Taiwan' can describe one life. Migrate is the wider word: birds migrate, workers migrate, and people may move without meaning 'forever'. News, forms, and officials use immigrate / immigration a great deal; in casual talk many people just say 'move to'. It is a neutral, slightly formal verb.
組成From Latin immigratus, past participle of immigro ('remove, move into'). The picture is moving in, not out.
