To illumine something is to fill it with light, or, in a more inward way, to fill a mind or a heart with understanding. It is an old, twin of illuminate. You find it in poems, in older prose, and in church language. Almost nobody uses it when they talk. If you are writing a normal email or essay, illuminate or light up is the word you want. Though actually the meaning has not really changed; only the company the word keeps has.
