Ice-cold means extremely cold — as cold as ice, or nearly that. We use it for drinks (ice-cold water, an ice-cold beer), for weather and wind, and for things you touch (ice-cold hands, an ice-cold floor). It is a strong word: cold is already not warm, and ice-cold pushes it further. People also stretch it for feelings. An ice-cold look or an ice-cold voice means the person is not being kind; they are holding their warmth back on purpose. That use is a little more grown-up, but you will hear it in stories. Ice-cold is common and not fancy. Though actually, it does not always mean there is ice in the thing — a room can be ice-cold with no ice at all. We just mean “very, very cold.”
