You can think of an ice pack as a quantity of ice held together as one body. The word pack is doing the same work every time: it gathers the ice so it can be treated as a single thing. A small one sits in your hand and cools a sore ankle. A flat sealed one lies in a cool bag and keeps lunch cold. A huge one floats on the sea and stretches past the horizon. Hand-sized or ocean-sized, it is still one mass of cold that holds together.
