Hooliganism is the behaviour, not the person. It is the fighting, shouting, and public damage that hooligans do — especially the organised violence around football matches. Newspapers, clubs, and police like this - word because they can talk about the trouble as a whole: “a night of hooliganism,” “a crackdown on hooliganism.” A hooligan is someone; hooliganism is what they do, or the kind of public violence they are known for.
