    A hoe is a garden tool with a long handle and a thin, flat metal blade at the bottom. You stand up and push or pull that blade across the top of the soil, so you cut small unwanted plants — weeds — while they are still young, and you break the hard, dry skin of the ground so water can get in. People who grow vegetables use a hoe a lot in warm months, because weeds come back fast; it is faster than pulling every plant by hand, and you do not turn the whole bed over the way a does. You can also use hoe as a verb: if you hoe a row, you work it with this tool. It is a plain farming and garden word, not a fancy one, and garden shops still sell hoes. Though actually, the same spelling is used in a rude slang word that has nothing to do with gardens — that is a different use, and it is not the word you want here.
