Hesitancy is the state of being unsure or slow when you need to do or say something. You have not said no — but you have not moved either. It is a slightly formal noun. In everyday talk, hesitation is the word you will hear far more. News writers and doctors still like hesitancy: "vaccine hesitancy" is the usual phrase for people hanging back from a vaccine, not because they have never heard of it, but because they are not sure they want it. Though actually, hesitancy is more the mood; a hesitation is more often one pause in the middle of an action.

組成hesitant + -cy (the state of being). From Latin haesitantia, from haesitare, "to stick / hold back." By surface form: hesitant + -cy.
