Think of someone launching forward with their head out in front and the rest of them catching up afterwards. Head is the head; first is what arrives before everything else. What makes the picture useful is the feeling it leaves: the head is already in there before any other part has had its say. Bodies really do this when they dive, fall or slide; and when a person throws themselves into a situation before thinking, English borrows exactly the same picture.
