If you do something haltingly, you keep stopping for a short moment and then going on, because you are not sure of yourself. It is used most often of speech: you talk slowly, with little breaks between words, searching for the next one. You can also walk or move haltingly — a step, a pause, another step — when you are nervous, in pain, or just not confident on your feet. It is not a medical word, and it is not rude; it is a quiet, slightly formal way of noticing that the flow is broken. A teacher might say a student answered haltingly. Though actually, the related adjective is the one you hear first: a halting voice, a halting walk. The adverb just tells you how the action went. It does not mean the person has stopped forever — only that they keep needing a moment.
