In careful description it is just “sticky.” In everyday English you meet it most often in the food name glutinous rice — the kind that holds together, the rice of 粽子 and 年糕. Outside that food name the word feels a little formal or technical. Though actually, this is where the word plays a trick: glutinous rice is named for the sticky feel, not because it contains gluten. It is a different kind of rice, and people who must avoid gluten can still eat it, unless something with wheat has been added.
