Gibbering is the -ing form of : speaking so fast and in such a mess that people cannot understand you, especially because you are terrified or shocked. Writers also put it in front of a noun: a gibbering wreck means a person so they can hardly make sense. You will meet it more in stories than in office English. It can describe the person or the talk. Though actually, it is a little — it paints someone as out of control, not just talking a lot.
