Garlicky is not the plant. The plant is garlic — a small bulb, like a cousin of the onion, that cooks use for a strong taste and smell. Garlicky means full of that taste or smell: garlicky bread, a garlicky soup, breath that is garlicky after dinner. It is friendly kitchen English, not a scientific word. You can say it with love (“nicely garlicky”) or as a warning (“too garlicky for me”). The extra k in the spelling is just garlic keeping its k before -y.
