Garishly is the adverb: in a garish way. It tells you how something is done or how it looks — dressed garishly, lit garishly, painted garishly. Same idea as garish, just stuck onto a verb or a whole scene. You will see it more in reviews and descriptions than in casual talk; people often just say “so bright it hurts” instead. The -ly does not the feeling: it is still a complaint, not a compliment.
