Functionalism is the idea that a building, a chair, or any thing we make should first of all be useful. Looking nice is not the first job. If a house is pretty but you cannot cook in the kitchen, this idea says the house has failed. You meet the word most with buildings and design. Psychology uses the same spelling for a different idea, so the subject around it matters. In everyday talk people sometimes stretch it to mean “plain and practical, not fancy.” Though actually, the design idea was not “ugly is fine.” It was closer to this: if a thing works really well, that itself can be a kind of beauty. Architects treat it as a real school of thought; in ordinary chat it can sound like a textbook word.
