A fully-grown animal, plant, or person has developed to their full size and will not grow any bigger. Same meaning as full-grown: you are talking about the body finishing its growth. A fully-grown wolf is an adult in size; a fully-grown is as tall as that plant will get. British English and careful writing often prefer fully-grown, with fully as the adverb. It still does not mean mature in character or finished with training. Neutral, a little descriptive.
