To fulfill something means to complete it fully or make it happen the way it was meant to - fulfilling a promise (doing what you said you would do), fulfilling a dream (making it come true), or fulfilling requirements (meeting all the needed conditions). Also used for a feeling: 'this job fulfills me' means the job makes you feel satisfied, like your life has purpose.
