Freebasing is the same illegal action as to freebase, written in the -ing shape: smoking that pure form of cocaine. It can name the activity (freebasing is dangerous) or the action in progress (he was freebasing). News, films, and talk about drug crime use it. The meaning does not change from freebase; only the grammar does. Still not about getting something for free.
